| Although HIV/AIDS is included as a problem in the health
sector it is also a cross cutting issue because the actions needed to
address the epidemic include involving the education sector and community
groups and families. |
The programme will be driven by the following ideas:
 | the comprehensive multi-sectoral HIV/AIDS programme
will be reviewed |
| HIV/AIDS awareness campaigns will call on the support
of the top leadership and other leading stakeholders such as NGOs, CBOs
etc |
| more openness will be encouraged when dealing with
HIV/AIDS issues |
| the youth will be targeted, especially the females |
| more resources will be channelled through the
Zanzibar AIDS Control Programme |
