Overall Objective: to develop a health sector which provides basic health care services to the poor in both rural and urban areas

Specific Objective

to reduce mortality rates

improve Mother and Child Health (MCH) and other health services

bulletincrease vaccination to cover all under five children

to fight diseases that are major causes of death - especially malaria, diarrhoea, pneumonia and respiratory illness

bulletprovide adequate and affordable drugs and other medical supplies to primary health care centres (PHC)
bulletexpand an upgrade the skills of medical personnel in all primary health care centres (PHC)
bulletbuild the capacity and skills of those responsible for district health planning and management systems
bulletincrease the outreach of family planning services and advocacy
bulletpromote HIV/AIDS awareness campaigns
bulletexpand knowledge about the prevention of curable diseases

Specific targets:

bulletinfant mortality from 83 to 20 per 1000 by 2020
bulletunder five mortality rate from 114 to 80 per 1000 by 2005 and to 20 by 2020
bulletmaternal mortality rate in Unguja from 367 to 220 per 100,000 by 2010
bulletmaternal mortality rate in Pemba from 460 to 250 per 100,000 by 2010
bulletstunting in children reduced from 36% to 20% by 2005
bulletlife expectancy from  48 to 65 years by 2020

What is the role of the Community Health Committees in the prevention of diseases?

The funding situation:

bulletthe present programme support from the African Development Bank (ADB) will have to be supplemented, especially to improve implementation capacity
bulletan affordable essential drug scheme is needed
bulletsupport to general health and nutrition awareness through family health care support is needed
bulletthe Health sector needs assistance with institutional development and financial systems improvement.
The ZPRP funding gap for Health is about $4.5 million (about half of the total)
