This plain language
guide to the Zanzibar Poverty Reduction Plan (ZPRP) demonstrates the
determination of the Revolutionary Government of Zanzibar to encourage
stakeholder participation in policy formulation and design and in the
implementation of poverty strategies and programmes.
The ZPRP
Popularisation Task Force (ZPRP-PTF) thanks the government for providing
the enabling environment for its work and for its encouragement of the
participation of civil society organizations in the process. Particular
thanks are due for the support, encouragement and moral commitment of the
Permanent Secretary of the Ministry of Finance and Economic Affairs, his
Deputy, and
especially the Commissioner for External Finance.
Thanks also to the
Association of Non Government Organisations in Zanzibar (ANGOZA) for
chairing the task force and providing office space and to the following
organizations for providing representatives – Action Aid TZ, CHANGAMOTO,
CODECOZE, Ministry of Finance and External Affairs, NGO-RC, ZAFFIDE,
ZAIADA.
Special thanks are due
to the team from Hakikazi Catalyst (www.hakikazi.org)
for facilitating the popularisation process. This includes Emmanuel
Kallonga for co-ordinating and managing the overall process and his
technical backup partner George Clark, from the Caledonia Centre for
Social Development (www.caledonia.org.uk),
for interpreting the document and writing the plain English text. Thanks
also to Ally Masoud for the thought provoking cartoons; to Mr Ali Nabwa
for the translation into Kiswahili and to the many readers, in government
and non government organisations, who commented on and helped to fine tune
the English and Kiswahili texts and the cartoons.
